One additional step that is required in the VTS Manager administration is the process of pre-loading the VTS-TSR to a VSAM LDS. Please refer DK1MLDSB member in the CNTL library supplied with VTS manager for the sample job.
We recommend using a local TSR with a VSAM LDS in read-write mode to pre-populate the VSAM LDS before starting the VTS-TSR in read only or refresh mode.
